Yep, Citizens Initiated Referenda are the thing. Interested parties have to get a petition signed by 2% whatever of the population. Those interested parties pay the administration costs of the petition etc (not the referendum) and if the referendum passes they get their costs covered. In California they are a regular event with elections so as to minimize costs.]]></description>
